The revised IND-UT-137 operation now covers heat pumps recovering industrial waste heat with a heating capacity of up to 5 MW.

➡️ The previous limit was 2 MW.

However, one condition remains unchanged: the refrigerant must have a GWP below 150.

France is therefore enlarging the financially supported market while directing it towards industrial heat-pump platforms already using very-low-GWP refrigerants.

This creates an important distinction between legal and incentive-compatible market access.

A system may remain legally marketable under the F-Gas framework and technically suitable for an application. But if its refrigerant has a GWP of 150 or more, the project cannot benefit from this specific CEE mechanism.

#R513A provides a concrete example.

A heat-pump platform using it may remain technically relevant and legally marketable, depending on the equipment architecture and F-Gas timetable. But with a GWP of approximately 629, it does not meet the IND-UT-137 threshold.

The equipment may enter the French market, while the project remains outside this support route.

The requirement for 100% on-site inspection reinforces this separation. Refrigerant, equipment configuration and performance documentation must correspond to the installation delivered.

Manufacturers must therefore qualify their portfolios through three filters:

▪️Regulatory eligibility: whether the equipment can legally be sold.
▪️Incentive eligibility: whether the project can access the customer’s support structure.
▪️Execution eligibility: whether the local engineering, installation and service infrastructure can deliver it correctly.

The consequence is a change in the route to market.

Industrial heat pumps of this scale are not conventional equipment transactions based on product availability and distributor coverage alone.

The commercial chain connects the manufacturer with engineering and specification, CEE qualification, the industrial customer, installation and long-term service.

Product data must support that chain. Beyond refrigerant and GWP, capacity, performance under the actual temperature lift, maximum output temperature, safety classification and inspection requirements become part of commercial qualification.

The distributor’s role also changes.

Supplying the equipment is only one function. Greater value lies in connecting the technology with engineering capability, incentive documentation, qualified installation and industrial maintenance.

The opportunity is expanding, while the route to it is becoming more selective.
